The "sections" are actually done by doing crochet seaming after the garment is finished. Interesting technique. (And I have the book if you ever want to see it.) I'm thinking I might try it as a shorter tunic/vest.
If you wanted to knit the skirt, but not in so many sections, you could do it this way!
